The key word here is counter-productive.

So the US strike which killed 300 IS, further bids at 400 as a one off sounds a good months work until you do the maths and find out recruits have jumped to 200 a day because of the bombings.
That was one and a half days recruiting.
Some one is doing well out of this.
It would be cheaper to just open an Islamic State recruiting Office outside of the White House.
